RootWeightSettingDisabled

set_root_weights is disabled network-wide (RootWeightSettingEnabled is false). Root Reborn launched gated and runtime 449 opened the gate, so on current mainnet this only appears if governance has switched weight setting back off. Funds then run the null strategy (dividends accumulate in place on their origin subnet) until it is re-enabled; dividends keep accruing meanwhile.
